Blaine graduated from Carrollton High School, where the seeds of his trial advocacy began as a State Championship debater. He attended Vanderbilt University ('90 to '92), before transferring to The University of Georgia, where he received a BA in history, magna cum laude, in 1994. At UGA he was Phi Beta Kappa and a Presidential Scholar (maintaining a 4.0 GPA while at UGA). He received his JD in from The University of Georgia School of Law, magna cum laude, in 1997. Trial practice has always been his focus. While in law school, he was a member of the mock trial board, and received four first place trial awards, including winning the national championship (ATLA) in Denver, Co. He was Order of the Coif, Order of the Barristers, president of the Christian Legal Society (president, '96), and at graduation was voted by his classmates to receive the William King Meadow Award. He began his law practice in construction litigation with Alston & Bird in Atlanta, and returned to Athens as a prosecutor to raise his family in the town he grew to love while here. As a prosecutor, he tried numerous jury trials, and then returned to private practice in August 2000 by forming Wiggins & Norris LLC. Since then he has consistently focused in trial practice and litigation, particularly business, construction, partnership and contract litigation and arbitration, criminal defense and personal injury.

Blaine's past or present associations include the Georgia Bar Association, the Western Judicial Circuit Bar Association (Board of Governors 2007-2008); American Association of Justice; Georgia Trial Lawyers Association; Georgia Association of Criminal Defense Lawyers. Locally, he is an active member of Redeemer Presbyterian Church, has served on the Board of Directors for Missionary Care Ministry, Inc., Diakonia Legal Services, Inc., been involved in YMCA fundraising, the Athens Rifle Club, and Clarke County Wildlife Association. He is married to Alison, and they have three children, Widener, Nancy Sue, and David.
